drivers coming out of virginia to commit to 270 and then those drivers who are merely take 2g 70 to continue their trip out of virginia. let me show you. this is the pa poen. i promise you the delays are pretty substantial. look at that. nothing is moving on 270 north. obviously so witho lanes open and these lanes do kick back as you might imagine to the capital beltway. it was a very nasty commute a you made your approach. as y can see, inching along painfully slow and the inner loop, by the way, is headed away from the camera here up toward e top of your screens, continue onto 270. and then again as we make the pass, democracy boulevard, it is just"i inching along. unfortunately they're moving the cameras around because it is a live accident. the ramp that comes around is a flyover ramp to continue on the hov lanes to continue northbound ong 270. the best workaround, there's not really a direct one, but 29 working its way through bethesda. but those lays -- excuse me -- those workarounds are not going to last for a very long time because a lot of the driversre going to have the
the coast of north carolina and virg virginia, but fortunately the eye is still about 85 miles offshore, earl with top winds of 105 miles per hour was downgraded to a category 2 from a 4 overnight. so far the storm surge has been minor. the flooding, we understand, is minimal. >> cape cod and nantucket are still in its sights and expected to get hurricane force winds later today. >> we've got this storm covered all up and down the east coast this morning. let's start with al roker in kill devil hills on the outer banks of north carolina. al, good morning. what's going on? >> hey, guys, i tell you, this is -- this is a near miss. if this had been right on point, it would have been a mess for us. right now, we've got wind gusts of over 70 miles per hour and it's a sand-driven, wind-driven rain that is just really brutal. we have had reports of flooding. we still have power throughout good portions of the outer banks right now. a lot of people are really, really excited about the fact that this could have been much worse. it's downgraded in its size and power. right now, we do have hurrica

eastern virginia and then again, come friday, a threat to southeast new england, mainly the cape. a little early to tell specifically for the cape, but they're doing the right thing in the carolinas, getting the tourists out of the area. bill: it's moving at a pretty quick clip. 16 miles an hour, that's almost lightning speed for a storm this size. what are you telling the folks in north carolina that are watching now? >> reporter: well, it's actually a fairly typical speed as one comes down there and i don't think it will speed up a whole lot until it gets even with them. the watches that are currently in effect are going to have to be upgraded sometime today to a warning. they're doing all the right actions, they've been getting the people alerted as of yesterday, and they're starting to move the high risk communities that only have one way out and flood at a very low tide, they're already having those folks move, so i think we're in good shape on the sense of what the threat is in the market carolina, southeast virginia area. bill: bill, thank you very much. i know you guys are working
virginia, if the republicans, if they win back the senate, one of the places to do it is west virginia where a democratic seat held for over 50 years by the late senator byrd, there's a big battle there right now. the democratic governor manchin is a special candidate. the republican nominee raci and new ads on both sides nasty there in west virginia. we'll keep our eyes on that contest. again, if the republicans, if they win back control of the senate, one of the places to do it may be west virginia. talk about a rock star from new jersey. not springsteen or bon jovi. saw him last year in concert. very good. chris christie. the republican governor of the state and he's really turning into a republican rock star. he's been the man in demand on the campaign trail this year for republicans just like clinton for the democrats in a way. and we're learning from republican sources that christie's right here in washington today to kind of give a pep talk to house republicans just before they close it out and head back on the campaign trail. remember last year, christie pulled a big upset in t
national committee and former governor of virginia. good to have you with us this morning. >> good to be back, thanks. >> one of the things i wanted to draw your attention was the cnn opinion research poll that says more people think that the country would be better off if congress was run by the republicans than the democrats. is there an enthusiasm gap out there? is there some question about whether or not democrats have the country on the right track? >> kiran, we definitely over the summer we're seeing that enthusiasm gap in a lot of polls. but we're seeing it dramatically close. so i think the cnn poll has a gap at about, you know, single digits, eight or nine points. we were seeing polls that showed it at 30 points over the summer. we're also seeing other polls where in the generic congressional ballot the republicans had a ten-point edge a month ago, and now it's essentially a dead heat among likely voters and very close among -- dead heat among registered and very close among likely voters. >> about 11 points, but go ahead. >> and we think we've got good momentum now. we're
discontinued south of here. hurricane warnings still to the north carolina-virginia border. we've got tropical storm watches and warnings. and then for new england, we have hurricane warnings, because there is a very good possibility that earl could strike nantucket, jutting out there into the atlantic. again, the storm surge is about 2 to 3 feet, maybe 4 in some sections. five really in unusual areas. and again, this system is very tightly packed. it is raining but there's dry air to the north and so it's having a little trouble getting the northern fringes of the storm up into the new york area right now. rainfall amounts generally about 3 to four inches, some areas may pick up 5 to 6 inches and as you can see offshore of new england the rainfall amounts go over the rain bucket more than ten inches of rain. so a very potent storm still. still a dangerous storm, but as you said it could have been a lot worse. back to you. >> thank you, al. we'll check back in a couple of minutes. let's go down the coast about 50 miles. jim cantore is in cape hatteras. jim, how's it looking there? >> reporter:
